The role will be based from our office in Warrington with hybrid working also available. There will be an expectation to travel as required. 

Role Purpose:

  • To lead, manage and co-ordinate all aspects of a bid ensuring that high quality, competitive proposals are
    delivered to the customer in a manner consistent with the Balfour Beatty Management System.
    To establish and maintain positive and effective relationships with customers, partners and bid team.

What you'll be doing

As a Bid Manageryou will have the following accountabilities;

  • Formulate and agree bid strategy with senior management to secure profitable orders (to achieve bid targets as required by the business).
  • Form relationships with the customer or their representatives to develop clear understanding of their requirements.
  • Responsible for the establishment, management, and maintenance of the approved bid budget
  • Oversee and lead the preparation, coordination, and delivery of presentations to customers as required, to successfully secure orders.
  • Attendance at key customer meetings and industry events (e.g., bidder open days) If required.
  • Oversee the establishment, production, and implementation of bid management processes, including the following activities:
    - Compile governance papers and liaise with estimating manager regarding tender settlement documentation (if required)
    - Bid management plans.
    - Bid programmes.
    - Decisions on major supply chain partners (if required)
    - Liaison with supply chain members to formulate aspects of the bid offer.
    - Review written technical, legal, and financial contributions to bids.
    - Liaise on document control and register of clarification responses.
    - Record proceedings of meetings
    - Carry out customer intelligence gathering.
    - Liaise on technological solutions for the bid via BIM and submissions technology.
    - Carry out competitor SWOT analysis’.
    - Have full knowledge of the tender requirements ensuring compliance in all respects of bid
    deliverable.
    - Be aware of company best practice and innovation within bids across the business stream.
  • Liaise with co-sponsors and internal bid steering committee for large and multiple bids, including preparation of Gate papers.
  • Lead the presentation of Tender Settlement meetings for large and multiple bids and obtain approvals.
  • Lead the handover of secured business.
  • Lead the establishment and maintenance a Project Risk Register.
  • Support the delivery of TEPMP’s Sustainability activities.

Who we're looking for

Qualities and experience:

  • Previous experience of managing complex infrastructure tenders (or project) of medium to large scale within the construction and engineering industry is highly desirable.
  • Some understanding of the principles of framework procurement and experience within the most current forms of procurement is required.
  • Membership of a relevant professional body, such as  RICS/ CIOB/ RIBA/ ICE/ MICE/ MIStructE is desirable, and a valid CSCS card is required.
  • Good interpersonal and communication skills are required, coupled with an ability to form effective relationships with partners under time pressure. Customer centric in approach, with the ability to recognise potential opportunities in invitations to tender.
  • A desire to continuously pursue innovation and development, with a focus on the customer and the relevant business. Good IT, math’s and bid writing ability is a requirement.
  • Working knowledge of best practice solutions and Optimisation of innovative ideas and an understanding of the principles of Lean Construction and 5D cost planning is desirable/may be required.
  • An understanding of BIM and how to read and assemble BIM models and produce appropriate reports from them is desirable/may be required.
  • Ability to Make Decisions/Sense of Urgency.
  • Good organisational skills.
  • Excellent time management and well-structured approach.
  • Initiative-taking.
  • Understanding of commercial management and contract terms.
  • Proven ability to lead contract negotiations with customers.
  • Demonstrated ability to work under time constrained activities.
  • Good Knowledge of electrical power systems, substations, and large-scale high integrity pipework systems preferable.
  • IT Literacy (Excel, PowerPoint, Words, MS project etc).
  • Willingness to travel within England and Scotland as and when required.
